WAF objectives:

- establishing close cooperation with the festivals members of the WAF;

- providing help to the festivals that are at a lower organization level to accomplish the predicted WAF level of organization;

- increasing the opportunities of the young talents for participation in events organized by the WAF members;

- attracting new members an expanding the WAF in countries where it has no representatives.

WAF activities:

- creating a database of the WAF members, festivals and other projects;

- exchange of ideas and experience about the process of organizing international festivals;

- organizing international conferences, training seminars, master classes and similar activities;

- realization of mutual projects;

- co-operating with national and international organizations whose aims are complementary to those of the WAF.

MEMBERSHIP in the World Association of Festivals (WAF) :

- submitting an application to be considered by the Board of Directors;

- filling in the application form;

- transferring nonrecurrent and annual membership fee to the bank account of the Association.

WAF Structure:

The World Association of Festivals shall consist of three categories of members: institutional members, individual members, founding members and honorary members.

The following may be institutional members: international festivals, national festivals, music productions, sound recording companies, publishing firms, as well as other institutions and organizations wishing to further the goals of the WAF;

The following may be individual members: all persons wishing to further the goals of the WAF;

The following may be elected honorary members of the WAF by the General Assembly: all persons who have rendered notable service to the WAF (sponsors).

On July 8, 2015, the XXIV International Festival of Arts “Slavianski Bazaar in Vitebsk” hosted a meeting of the Executive Board of the World Association of Festivals (WAF) with the participation of the following representatives:

Marjan KATAROSKI (Macedonia), the President of the World Association of Festivals (WAF), Director of festivals: “Forum Of Choirs”, “X-Dance”, “Ezerski Biseri”, “Asterisks”;

Tatiana CHERKASOVA (Russia), Director of the International Festival-Contest of Children and Youth Creativity “Open Europe – Open Planet”, Vice-President of the World Association of Festivals (WAF);

Natalia SKOPETS (Belarus), the author and director of the Open Musical Project “Present Children with a Dream”;

Andrey BILL (Russia), President of the Contest “Golden Stars Rain”;

Pavle PLAHUTNIK (Slovenia), President of the Music Festival “Fens”; Milan GNIP (Serbia), Director of the International Children Music Festival “Little Shells”;

Dina SMAILOVA (Kazakhstan), President of the Public Foundation Children Music-Show Theatre “Tansari” and the International Children Festival “Almaly.kz”.

The acting President Marjan KATAROSKI (Macedonia) reported on the results of the activities over the previous period and suggested that the International Festival of Arts “Slavianski Bazaar in Vitebsk”, headed by Director Alexander SIDORENKO (Belarus) should become WAF member.

The elections for a new President were held. Alexander Sidorenko, Director General of the State Institution “Centre of Culture “Vitebsk”, Director of the International Festival of Arts “Slavianski Bazaar in Vitebsk” (Belarus) was elected President of the Association. The Executive Board was approved, including Serbia, Slovenia, Russia and Kazakhstan.

The new composition of the Executive Board adopted a number of issues:

- granting WAF Special Annual Award in the framework of the International Festival of Arts “Slavianski Bazaar in Vitebsk” to one of the participants of the International Pop Song Performers Contest “Vitebsk” and one of the participants of the International Children Music Contest “Vitebsk”;

- encouraging the participants of the festival competitions - WAF members by giving special invitations to participate in other festivals.

For the first time in 2015, the International Conference of the festival organizers “Festival Movement. Traditions and innovations” took place during the festival with the participation of the representatives from Belarus, Belgium, Bulgaria, Israel, Kazakhstan, Latvia, Lithuania, Macedonia. The participants highly appreciated the opportunity to exchange opinions and expressed their wish to make such conferences a regular festival project.

Following the tradition of cooperation with the festivals worldwide, a meeting of the Board of Directors of the World Association of Festivals is scheduled for 15 July, during the XXVI International Festival of Arts "Slavianski Bazaar in Vitebsk", with the participation of:

The III International Conference of the festival organizers "Festival movement. Traditions and innovations" is to take place on the same day with the participation of:

Yuriy NAVROTSKIY (Belarus), Michele POMA (Italy), Alberto Loreydis Perez ZAMORA (Cuba), Vita, VILEVKO (Latvia), Svetlana MUKHURA (Finland).

The International press centre is to host

a press-conference devoted to the activities of the World Association of Festivals with the participation of:

Alexander SIDORENKO, Natalia SKOPETS (Belarus), Elena SVILPE (Latvia), Anna TIMOFEI (Israel), Andrew BILL (Russia), participants of the concert “International Voice in Vitebsk”.

The Concert Hall “Vitebsk” is to host the gala-concert

“International Voice in Vitebsk”

in the evening of the same day.

The gala concert will feature artists – representatives of almost all festivals – WAF members:

The Constitution of The World Association of Festivals (WAF)

The WAF shall be a non-governmental, non-political, non-profit, cultural institution at all times free of racial, gender or national prejudice (main principle)

Membership

The WAF shall consist of three categories of members: institutional members, individual members, honorary members and founding members of the Association.

The following may be institutional members: international festivals, national festivals, music productions, sound recording companies, publishing firms, as well as other institutions and organizations wishing to further the goals of the WAF.

Administrative organs

The WAF shall be governed by:

  • the General Assembly;
  • the Council;
  • the Executive Board.

The General Assembly shall comprise all the members. It shall meet at least once every four years, preferably each time in a different country.

At its meetings it shall receive reports from the Council and the Executive Board, and shall discuss the plans, the current work and the problems of the WAF. The General Assembly may make recommendations concerning all aspects of the WAF's work to the appropriate bodies.Resolutions shall be adopted by a simple majority of the votes. Proxy votes shall be permitted from members unable to attend.

The Council shall consist of:

  • members by right – the founders of the WAF;
  • elected members – four members elected by the General Assembly;
  • the Treasurer and the Publications Officer will be members of the Council without the right to vote;

The Council shall elect the Executive Board out of the Council members. After the election the members of the Executive Board remain members of the Council.

The Council shall be presided over by the President of the WAF or, in case of the President's incapacity to attend, the Vice-President. In the event of an equal decision of votes, the President or acting President shall cast the deciding vote.

The Council shall meet every four years.

The Executive Board

The WAF shall be served by an Executive Board consisting of the elected and co-opted members.

The elected members are:

  1. a President;
  2. a Vice-President;
  3. a Secretary;
  4. a Treasurer;
  5. a Publications Officer.

Elected members shall serve a maximum of four years in any post. All elected members are to be from different countries. The Executive Board may co-opt members at anytime necessary to maintain the aims of the WAF.

Admission

The Executive Board shall decide on the admission of members.

Rights and duties of the members

  • to elect and to be elected to all WAF organs
  • to participate in the WAF activities
  • to accept the assistance and support of the WAF
  • to obtain the necessary information from the WAF
  • to comply with the constitution of the WAF
  • to regularly participate in the work and implement the decisions of the WAF
  • to regularly pay membership fees

Exclusion

Membership may be lost by:

  • resignation;
  • exclusion by the Executive Board as a result of non payment of dues or other serious matter;

In case of exclusion the excluded member has no right to continue using the name and the logo of the WAF.

Financing

The WAF shall be financed in the following ways:

  • annual membership determined by the Council, with the advice of the Secretary;
  • participation in activities;
  • grants from authorities at different levels;
  • support by patronage and partnership;
  • from other resources done in a legal way.

Bylaws

1. Council

a) a quorum for a Council meeting shall be a simple majority (more than 50 %).

b) any member that will not be present for a vote may submit its views and vote in advance by mail.

voting shall be by secret ballot.

c) members wishing to have items placed on the agenda should submit them not less than two months prior to a Council meeting. One month before the meeting the Secretary will send the complete Agenda to each member.

2. Executive board

a) at least one year before the expiry of office of the Executive Board, the Secretary shall notify the members that an election is to take place and invite them to submit names for the required positions;

b) in the event of an elected member not being able to fulfill his/her duties, or if a majority of the elected members of Executive Board felt that it was in the interest of the WAF that an individual should cease to hold a particular post, elected members of the Executive Board should have the authority to reallocate responsibilities among the elected members;

c) the elected members of the Executive Board may co-opt up to six members. Co-opted members may have the same rights and duties of elected members.

3. President

a) represents the WAF;

b) convenes and presides over the Executive Board, the Council Meeting and the General Assembly, or any other formal meeting of the WAF;

c) takes care of the enforcement of the WAF resolutions.

In case of the President's resignation or interruption of the appointment, the Presidency shall be undertaken by the Vice-President.

4. Vice President

a) represents the WAF on behalf of the President if he/she is temporarily unable to do so ;

b) is specifically responsible for the following tasks: financial policy, strategic plans, coordination of WAF including working groups, and training;

c) upon the decision of the Executive Board the Vice-President may take over presidential duties if the President is unable to perform his/her duties;

d) in the circumstances of resignation or other interruption, of the appointment of the President, the Vice-President shall become President for the remainder of the term.
